Janet, a native of South Carolina, was born in Colleton County, attended public secondary schools in Dorchester County, and graduated from Medical University of South Carolina (MUSC) for her Bachelor of Science (BS) in Nursing in Charleston County. She has two BS, three Masters, one PhD, and one All but Dissertation (ABD).
State Surgeon Chisolm-Richard entered the Army through the Student Nurse program while at MUSC. She spent twenty-two and one-half years in service, retiring as a Lieutenant Colonel from Walter Reed Army Medical Center. Her assignments included Medical-Surgical Nursing, Head Nurse of Hemodialysis Unit, Emergency Room Nursing, Evening/Night Supervisor, Staff Nurse at 121st Evacuation Hospital and Chief Nurse of the 43rd Mobile Army Surgical Hospital (MASH) in Korea, Chief Nurse 47th Field Hospital, Nursing Education and Staff Development, Nuclear, Biological, and Chemical Officer, and Personnel Development Officer. Awards include Meritorious Service Medal, Army Commendation Medal with Oak Leaf Cluster (OLC), Army Achievement Medal w/OLC, Good Conduct Medal, National Defense Service Medal with Bronze Service Star, Army Service Ribbon, Overseas Service Ribbon, and the Expert Field Medical Badge. She attended and completed several courses to include AMEDD Combat Casualty Course, the Command and General Staff College, and the Combined Arms Service Staff School.
She is the eldest of eight children. All three brothers are Army Veterans. She is married to Floyd Richard, a retired Army Viet Nam veteran. Janet first joined the Ladies Auxiliary under her husband while assigned to WRAMC and moved through the chairs to Outstanding Department President. It was while Department President that Comrade Chisolm-Richard joined the VFW. She has served as Post Chaplain, Surgeon, and Patriots Pen and Voice of Democracy Chairman; District Junior Vice Commander, and Patriots Pen and Voice of Democracy Chairman; and Department Voice of Democracy Chairman and State Surgeon.
Janet is a life member of the VFW Post 3433 and the Auxiliary. She is active at the Joint Base Charleston CHS chapel as an usher, minister leader of the Women of the chapel and the Retirees. She volunteers weekly at the Goose Creek VA Health Clinic and as needed with the American Red Cross. She is also an active member of the Lowcountry Chapter of the Women Veterans of America.
